Take a good survey of the damage and look around to see what other cars
may be available. Rust is a cancer that is hard to stop. If you have
some areas that are rusted through, you probably have thin metal in many
places. Don't be delicate trying to save a paper thin area. You will
need to remove back to solid metal.
I wouldn't support any floorpan with something that would snap in an
accident. The support for the new metal should be strong enough to hold
and deform the new metal.
3M does sell autobody adhesives. I would add pop rivets to it if you
can't get tack welds.
I use Fluid Film for all my cars/trucks. I am working on a cold water
rinsing system for the driveway to rinse off the salt after I get home.
