Oh we're not trying to get it all out...we're just trying to get the car to idle. It'll only run full blast if we keep it there.  I'm having him check the vent hose again.

I always have some air at the top of my filter. As long as it is not down where the feed is, it does not cause any problems. My opinion - you don't have to get "all" of the air out in order to drive your car.

The newer black hand pumps work fine, and it doesn't take to much effort
to fill a fuel filter, just leave if the filter a little loose and watch
the little escaping bubbles turn to diesel, then it's full. After
starting there's still an air bubble in the line that will hit the
injectors a little while after you start it, so you'll have to give it a
bit more fuel, and be ready to give even more when it stumbles. After
that, the bubble should be gone, unless there's an air leak somewhere. I
like to change the fuel filter after the car is warmed up, so there's an
easy start and less issues with it stalling when the air bubble hits.

Once there's air in the injector lines, you have to loosen them, one at
a time, and crank the engine to bleed them of air.

How's the air filter?

Another thing is slime clogged filters and the tank screen. If your
primary filter has black chunks in it, you may have a clogged screen too.
