85 cents higher than regular at some spots in Lost Wages today. It is a shuck, diesel is a lower quality fuel that gas, should be less money. But they can get it so they charge it.

What do you mean by "lower quality fuel"?
Per unit measure, diesel has about 30% more available energy that gasoline. So it isn't lower quality in energy provision. So if you're only paying 10% more per gallon, you come out way ahead. If you're paying 30% more, then you're about breaking even.
Is it lower quality in viscosity, color, aroma?
"Lower quality" is a pretty vague and subjective term.
