I'm not sure myself, I do seem to remember some previous listing of that as a possible leak source. I'd pull the grills look for obvious probems like rust or possibly blocked drains. If the car is dry inside now you could try pouring some water into the area and see what happens. Perhaps somebody else can provide more detailed information. When you have an open grid at the top, there has to be some way to deal with the water coming in.
Alan, what does inside the cowl mean? My next step is do take off the screens under the wipers, and look there. Is this the right approach?
