Thanks for the replies. I found it.
I found a link on the web and watched it. The author went all through the car, removing the steering wheel, under dash covers, etc. After all it was fuse #14.
Same for me. The fuse was good. It read voltage when tested on both side. but it was corroded. When any current went through it, it stopped conducting.
Cleaned it up and both the horn and backup lights work.
