If the rest of car is relatively rust free, I would consider purchasing new or remanufactured fenders.  This is a typical spot which rusts on this model - due to leaves and debris collecting at bottom of inside of fender due to clogged darin holes.  The money spent on welding patch panels, body filler and labor will be much more expensive than painting new panels.  Not to mention much better results.  The other option is a good pair of used rust free fenders. If you can find in the same color (good luck), then you are even further ahead of the game.  What color?  i have a pair of dark green.
