I have a US market 300TD, a 1985. The 46MM hex on the bottom is your fuel strainer, at least that is where mine is. To clean it, you can get a bolt with a big enough head on one end, and a nut on the other and use that as a tool and unscrew it, or you could probably unscrew it with some large locking pliers or slipjoint pliers.

Before you do this, run as much fuel out as you can, and allow for at least 4 or 5 gallons to run out, with a container of some sort below. It will be really hard to get the stink of Diesel off so wear rubber gloves and a clothes you are really tired of.

The tank screen can be easily cleaned with a toothbrush and a solvent, such as gasoline, or isopropyl alcohol, and then an old toothbrush and soap and water. The original screens and copper with a plastic mesh, the newer ones are aluminum and plastic mesh, and the mesh is quite durable. here is a gap at the bottom of the screen so that some fuel can pass even of the screen is clogged. Mine was almost entirely clogged, and took about 30 minutes to clean, after which it looked like new. The filter screen is somehow attached to the feed flowing to the engine. The two lines at the forward end of the tank are a feed line and a return line.
